Dodge Charger Police 2013 electrical issue. Dashboard lights flashing, wipers uncontrollable, sometimes lose power, or sometimes car won’t start.

Hello, I’m looking for a possible explanation to my vehicle troubles. My Dodge Charger is a 2013 police package I bought at an auction. At first I did not have any troubles with it but shortly after purchasing the dashboard lights started flickering and the wipers would be uncontrollable. I thought this to be a minor inconvenience so I didn’t do much, but over time it has progressed to a worse situation. My vehicle still does all of the above but now sometimes while I’m driving it will lose power or not even turn on sometimes. It’s a very frustrating thing because I can’t determine when or where it will happen again so I cannot drive it, it happens sporadically. I’ve changed a few computer modules, checked the battery, also taken it to multiple mechanics and even the dodge dealership. No one has been able to diagnose the problem as many codes appear when using the scan tool. If anyone at all could help me with any leads or information on what to begin to look at I would be so appreciative and forever in your debt.
