Strange issue with driver's door lock

I've recently experienced the following issue.

1. Unlock the car by placing my hand under the door handle.
2. All the door lock plungers move to the "up" position, as expected.
3. Pull on driver's door handle -- nothing happens, the door does not open.
4. Pull on other door handles -- all the other doors open.
5. Try the driver's door again -- still does not open. Lock plunger is still in the up/open position.
6. Lock and unlock the car again, using the fob -- now the driver's door opens.

It has happened 2 or 3 times, but not every time. Any ideas on what is happening, and what to expect for the repair?

Only theory I have is that the door lock motor is not completely unlatching the door latch when you first pull on the handle (Passive Entry). When you then use the FOB to cycle the door lock motor (lock/unlock) the motor moves enough to unlatch the door latch.
